Peculiar circumstances of
this Colony, however, in my opinion
render it very
desirable that
Policemen should not be checked
in putting questions and I dare say if the difficulties of bringing Offenders to Justice in a Place like this, were as great in England, (to use Mr Pett Taylor's phrase)
"Justice and Common Sense would not so often have been sacrificed on the shrine of Mercy" _
